UPDATED LIST: State Colleges and Universities with FREE TUITION FEE for the school year 2018 and onwards

Attention parents and students! Did you know that President Duterte has signed the Free Tuition Fee Law under Republic Act 10931? If you did not know, then now you do. With this law, education has now become available not just to those financially able, but to every Filipino who dreams of finishing school.

The free tuition fee program started in the first semester of the academic year 2017-2018 after Deputy Executive Director of Commission on Higher Education (CHED), Nicholas Tenazas announced the implementing rules and regulations, and will be in full effect  starting school year 2018- 2019.

There are 8 State Univercities and Colleges in  Metro Manila, 49 in the rest of the Luzon, 26 in Visayas and 31 in Mindanao. The list of SUCs totals 114, as there are three entries for Mindano State University(MSU)- including the MSU Iligan Institute of Technology and the MSU Tawi-tawi College of Technology and Oceanography.

So parents and students, check the list for the nearest college or university near you and start towards achieving your goals.

 This school year 2018 - 2019, here is what is offered:

A. Free Higher Education in SUC's and LUC's
  • free tuition fee for all courses/subjects/classes
  • free miscellaneous, other school fees defined by RA 109311 such as library fees, computer fees, laboratory fees, school ID fees, athletic fees, admission fees, development fees, guidance fees, handbook fees, entrance fees, registration fees, medical/dental fees, cultural fees. 
Coverage: Filipino undergraduates, subject to admission/retention policies of institutions and future application policies mandated by the UniFAST board.

B. Free Technical and Vocational Education and Training (TVET)
  • free training and training-related expenses like living allowance, starter toolkit, cost of accreditation
Coverage: Learners enrolled in TESDA-registered TVET program, subject to admission/retention of policies of the institution and any future qualification policies mandated by the UniFAST board, learners who are not holding NC3 or higher. 

C. Tertiary Education Subsidy

This is another program under the free education law which will provide assistance to all Filipino students who shall enroll in undergraduate post-secondary programs of SUCs, LUCs, private Higher Education Institutions (HEIs), and all Technical Vocational Institutions (TVIs). 
  • tuition and other fees for private HEIs (TES1)
  • other educational expenses (TES2)
  • special expenses for (TES3)

For programs and institutions in the Registry

D. Student Loan Program

This is an added program intended for students who are in need of financial assistance for educational purposes

Coverage: All tertiary-level Filipino students qualified (enrolled in programs/institutions in the Registry).

What is the difference between the last year's 2017 free tuition vs. Free Higher Education?

As you can see above, the free higher education program has a wider scope for free educational services, not just free tuition  but also free miscellaneous, free vocational training and it is now open to all Filipino undergraduates.

Basic Eligibility

This law was signed to offer free tuition to everyone, but please take note that there are certain requirements to be met. To be eligible, you should be able to pass the entrance examination and other admission and retention requirements of the preferred state university or college and must not have completed any degree from any higher education institution, public or private, before.

Isn't this good news? Now every one really has a chance to finish their studies, and hopefully, students, especially those who are financially in need will take full advantage of this benefit and study hard. Nothing is impossible to those who dream, and with the government's assistance, we can indeed be closer to achieving our dreams!
